In August 2013, the Planning Commission created the Capital Improvement Committee to develop a capital improvement plan for the town. The purpose of a capital improvement plan is to ensure that capital expenditures are identified and planned in advance so that the associated costs are also planned and budgeted for. By planning for capital expenditures, the financial impacts on town taxpayers can be stabilized. In May 2015, the PC disbanded the original CIC and the Selectboard established it as a standing committee under the Selectboard.

The Capital Improvement Committee has inventoried and evaluated the town’s existing buildings, vehicles, heavy equipment and paved highways. This information has been used to establish a draft schedule and costs for major maintenance or replacement. The draft capital improvement plan has been used to develop a draft capital budget amount, which was recommended to the Selectboard for inclusion in the FY16 town budget.

The Capital Improvement Committee has also solicited information about capital projects that are envisioned for the future. Several projects were identified. These projects need to be further fleshed out for evaluation and inclusion in the capital improvement program in the future (see CIC Future Needs Summary).

In December 2014 and January 2015 the Selectboard reviewed the plan and process developed by the committee. The Selectboard adopted a revised version of the Capital Plan to guide its use of the Capital Reserve Fund for FY2016 and beyond. This is designed to be an ongoing process with adjustments made as necessary. Versions of the plan can be viewed below:

The Committee is asking all East Montpelier residents for input on foreseeable future capital needs. After successfully developing a Capital Improvement Plan and FY16 budget item for East Montpelier’s current capital assets, the Capital Improvement Committee is expanding its focus to new capital projects. To accomplish this, we need to know what “big-ticket” items may be envisioned for the Town. We need your assistance in identifying capital projects that would benefit our Town. We are interested in projects at any stage of development, from conceptual idea to shovel-ready. If you have a project in mind, please fill out a CIC “Future Capital Projects Questionnaire” (see link below). Draft CIC Meeting Minutes

In 2014 the VT Legislature passed, and Governor Shumlin signed, a bill that amended the state’s Open Meeting Law. Among other things, Act 143 requires a town to post meeting meetings to the town’s website no later than five days after the meeting. East Montpelier will do its best to abide by the statutory mandate, but we must warn readers that these will almost always be in draft form until the public body meets, often weeks later, to review and approve the minutes. Draft minutes have not been reviewed, may not be an accurate reflection of the meeting in question, and we urge caution in their use. We will remove the draft minutes once the approved minutes are available.
