On December 4, 2014 the East Montpelier Selectboard will hold a special joint meeting with the Calais Selectboard to hear the East Montpelier Fire Department’s presentation of its proposed FY2016 budget and town appropriation request. This meeting will be held at 7:00 p.m. at the Emergency Services Facility (the new fire station; 54 Village Acres).

December 3, 2014 Public Forum on Capital Improvement Plan
In August 2013, the Planning Commission created the Capital Improvement Committee to develop a capital improvement plan for the town. The purpose of a capital improvement plan is to ensure that capital expenditures are identified and planned in advance so that the associated costs are also planned and budgeted for. By planning for capital expenditures, the financial impacts on town taxpayers can be stabilized.
The Capital Improvement Committee will hold a public meeting to present and obtain public feedback on the draft FY2016 Capital Improvement Plan.

Early & absentee voting has started for the November 4, 2014 general election. You can vote early at the town office during normal office hours (9 a.m. to 5 p.m. M-Th; 9 a.m. to noon F). 2014 Tax Rates Set
At its August 4, 2014 meeting, the East Montpelier Selectboard set the property tax rates for the period July 1, 2014 to June 30, 2015 as follows:
- Resident (homestead) tax rate: 2.3642; up 0.1368 (6.14%) from last year
- Non-resident tax rate: 2.0964; up 0.0637 (3.13%) from last year
Tax bills will be sent by the end of August. The first installment will be due by 5:00 p.m. Monday, November 17, 2014; the second installment will be due by 5:00 p.m. Friday, May 15, 2015. Payments must be received (postmark is not sufficient) by 5:00 p.m. at the Municipal Office Building, 40 Kelton Road, on the due dates.

On October 23, 2014, at 6:30 p.m. the VT Agency of Transportation will host a public information & input meeting at the U-32 Middle/High School cafeteria. The purpose of this second public meeting (the first was held June 2, 2014) is to continue discussion on the current plan to replace the East Montpelier Village Bridge and reconstruct the adjoining VT Rtes. 14 & 2 intersection.

Seeking Members for Town Treasurer Appointment Committee
At 2014 Town Meeting the Town of East Montpelier passed a Town Charter that, among other things, shifts the town treasurer position from elected to appointed. When the Vermont State Legislature approved the charter, a provision was added that allowed the town’s elected treasurer (Don Welch) to serve out the remainder of his term, through 2015 Town Meeting (March 3, 2015). At that time the Selectboard will need to appoint someone to take over the treasurer duties.
The charter states:
(b)(1) Prior to appointing a Town Treasurer and no more than 45 days after the Treasurer position is vacated, the Selectboard shall appoint a committee to review and recommend to the Selectboard qualified candidates for the position of Treasurer.
(b)(2) The committee shall be composed of two residents, a certified public accountant, and the following town officers: two members of the Selectboard, an auditor, and the Town Clerk. All except the certified public accountant shall be residents of the Town of East Montpelier.
Selectboard members Seth Gardner and Carl Etnier, Auditor Dave Grundy, and Town Clerk Terri Conti are the town officers on the committee.
The Town of East Montpelier is looking to fill the two town resident slots and the CPA slot on the appointment committee. If you have interest in serving on this committee, please contact Town Administrator Bruce Johnson at eastmontadmin@comcast.net or 223-3313×204 by October 20th. The Selectboard will consider the candidates at the board meeting that evening.
Road Paving Update #2
Updating the previous notice regarding the repaving of Gallison, Quaker, & Vincent Flats Roads: In an effort to take advantage of a weather window, F.W. Whitcomb’s will commence paving Gallison Hill Road this Friday, October 10th. Depending on how fast things move, paving operations will shift to Quaker & Vincent Flats Roads either Saturday or Monday. If the weather holds, paving should be done by the middle of next week with shoulder work following soon thereafter.
If you can avoid the roads during this period, please do so. Unfortunately, since our schools are on these roads, avoidance will be difficult. Expect delays and please take care.

Road Paving Update
We now have a confirmed window for our “summer” paving projects: during the week of October 13th F.W. Whitcomb’s will repave Gallison Hill Road (shim and overlay) and then Quaker & Vincent Flats Roads (shim and thick overlay). We don’t have a true schedule as yet – more information will be provided when available. As always, weather could wreak havoc on the paving timing.

Town Adopts Revised Website Policy
At its meeting on September 8, 2014 the East Montpelier Selectboard adopted a revised “Website Policy and Privacy Statement” that applies to the town’s official website. The major change is the addition of a section entitled “Structure and Operations of the Site” dealing with what will be posted and the standard posting methodology. Another change will allow the posting of links to town businesses upon request.

Roadwork Update
After a somewhat confusing sequence of events, Quaker Road is now open for normal use. The “speed bump” zone is gravel and essentially, but not perfectly, at grade, so a little judicious speed control is in order. Please proceed cautiously through the area and obey the traffic signs.
The repaving of Gallison Hill, Quaker, and Vincent Flats Roads is expected to occur sometime in September. We’ll provide more details on the schedule when available. As always, the schedule is at the mercy of the weather.
September 18th Public Forum on Flood Hazard Area Regulations
The Planning Commission will host a Public Forum on September 18, 2014 to discuss proposed changes to our Flood Hazard Area Regulations.
In response to costly flood damage over the past several years, the state Legislature recently passed a law offering increased disaster relief funding to towns that adopt new and more restrictive land use regulations in flood plains and river corridors. The East Montpelier Planning Commission has been studying how our current Flood Hazard Area Regulations (Article 9 of the town’s Land Use & Development Regulations) would need to be revised to take advantage of these incentives and to decrease the likelihood of flood damage in the community. The Planning Commission, with assistance from the Central Vermont Regional Planning Commission, has drafted changes to the Flood Hazard Area Regulations. An informational public forum on flood hazards and the proposed revisions to the Flood Hazard Area Regulations will be held on September 18th at 7:00 pm at the Emergency Services Facility Public Room (Fire Department). All residents are welcome.

Quaker Road Closed Through August 29
Quaker Road is currently closed and will likely remain closed through August 29, 2014. The road crew is continuing its work on the “speed bump” near the Ibey driveway (640 Quaker Road). Unfortunately, it turned out to be impossible to safely maintain one-lane traffic in the project zone, so the road had to be closed to through traffic. Local traffic is able to access most of Quaker Road from US Rte. 2.
Upcoming Roadwork
During the week of August 25th the road crew will be working on the “speed bump” on Quaker Road near the Ibey house (640 Quaker Road), just before the Cherry Tree Hill & Vincent Flats Roads intersection. The crew will be removing the pavement and readying the sub-base for the full repaving of Quaker Road. There will be delays, but the road will not be closed.

Dodge Road Closure August 4th – 8th
Starting Monday, August 4th at 8:00 a.m., Dodge Road will be closed at the Bennett Brook crossing to allow Dubois Construction to repair the big culvert. This site is located a little over a mile from the Four Corners Schoolhouse (the Vincent Flats, Dodge, Snow Hill, and Putnam Roads intersection) and about half a mile from Center Road. There will be no traffic through the project zone for the entire week. Weather permitting, the project should be completed by Friday, August 8th at 6:00 p.m. Please use alternate routes.

The first item on the agenda (listed at 6:40 p.m.) is an information session on the dog complaint process. Dogs are a a perennial town issue. Many times, the issue is simply wandering dogs that want to be reunited with their humans. Unfortunately, sometimes dogs threaten or attack people or pets or livestock, or simply bark incessantly. East Montpelier created an animal control ordinance in 2010 to address these more unfortunate cases. Violations of the ordinance can result in increasing fines.
Another process is available under state statute, and violations can lead to a much greater variety and creativity of responses than under the town ordinance. The town is still the primary authority under the state statute. The Selectboard has reviewed new guidance on the process, The Big Book of Woof, a new VT League of Cities & Towns handbook on Vermont municipal dog law. This meeting will go over what is needed to file a complaint, how to do so, how the hearing process works, what range of penalties may be assessed, and related issues. The Selectboard and VLCT’s senior staff attorney Garrett Baxter will take questions on the process.

Preliminary 2014/15 Property Tax Rates
At its July 7th meeting the Selectboard reviewed the preliminary 2014/15 property tax rates. The total rates are not final — that decision will likely be made at the August 4th board meeting after the Grand List is lodged with the Town Clerk. The education rates, however, are final. The homestead education rate came in more than 3 cents below expectations due to changes made to the proposed state rates during the 2014 session of the VT Legislature.

Special Town School District Meeting Result
On June 16, 2014 at 6:00 p.m. in the U-32 Middle/High School auditorium some 200 East Montpelier voters met to consider the question of voting the East Montpelier Elementary School budget by Australian Ballot. After a short but spirited discussion, a voice vote was taken and Moderator Michael Duane declared the article passed — as things stand now, we will be voting the FY2016 school budget (at 2015 Town Meeting next March) by Australian Ballot.

The homestead education rate came in more than 3 cents below expectations due to changes made to the proposed state rates during the 2014 session of the VT Legislature.

Planning Commission Continues Work on Proposed Zoning Regulation Amendments
The East Montpelier Planning Commission held a public hearing for proposed amendments to the East Montpelier Land Use & Development Regulations on June 5, 2014. A number of people provided feedback to the PC on the amendments. The PC will continue work on the proposed amendments at its regular meetings. The public is always invited to take part in these meetings. The PC regularly meets on the first and third Thursdays of the month, 7:00 p.m. at the town office building. The first July meeting will be moved to July 10th (same time & place) to avoid conflicts with July 4th celebrations.

June 16, 2014 Special East Montpelier School District Meeting
On June 16, 2014 at 6:00 p.m. in the U-32 Middle/High School auditorium (930 Gallison Hill Road) there will be a special East Montpelier Town School District meeting to consider the question of voting the East Montpelier Elementary School budget by Australian Ballot as well as to transact any other business that legally comes before the meeting.

June 2nd VTrans Village Bridge Public Forum
On June 2, 2014, at 7:30 p.m. the VT Agency of Transportation will host a public information & input meeting at the U-32 Middle/High School cafeteria. Request for Qualifications for Engineering & Design Services
The Town of East Montpelier is requesting Statements of Qualifications (SOQ)s from engineering firms for engineering & design services for the construction of sidewalk systems along US Route 2 in East Montpelier Village. The Town is seeking a Consultant with expertise in designing, engineering and permitting a project through the Vermont Agency of Transportation Local Transportation Facilities development process. The procurement process for selection of the Consultant will be a Qualifications Based Selection. We are not seeking a detailed scope of work or cost proposal at this time. The successful Consultant will be selected based upon their demonstrated ability to provide the highest qualified team to achieve the goals of the project through the SOQ and possible interview with the selection committee. 13th Annual East Montpelier Easter Egg Hunt
Sponsored by the East Montpelier Recreation Board
When: Saturday, April 12th at 10:00 a.m. sharp
Where: Due to the construction, this year we will meet at the softball field. The Easter Egg hunt will take place on the recreation field as well as in the back of the school.
There will be age appropriate groups for children up through the 6th grade. We hope to see you there. This is an all-weather event — please dress accordingly.
We are also looking for volunteers to help hide the eggs and set up for the event. If interested, please arrive at the school at 9:00 AM on the April 12th.

East Montpelier Planning Commission Vacancy
There is a vacancy on the Planning Commission. This nine-member elected board handles, along with other planning activities, the development and maintenance of the town plan, zoning regulations, hazard mitigation plan, and capital budget. PC members also serve as alternates to the Development Review Board when needed. The PC meets twice a month (except August), every first and third Thursday, 7:00 p.m. at the town office building. There is a small annual stipend.

2014 Town Meeting Election Update
Early and absentee voting is now open for 2014 Town Meeting (March 4, 2014) Australian Ballot items, which include elected town & school officer positions and the town & U-32 budget requests (the EMES budget is voted on the floor at Town Meeting).

Town Forum is March 1, 2014; Town Meeting is March 4, 2014; both start at 9:30 a.m. Due to the ongoing construction at East Montpelier Elementary School, both Town Meeting and Town Forum will be held at U-32 Middle/High School located at 930 Gallison Hill Road. The school district is first on the agenda at both Town Meeting and Town Forum, with the town following.
Second Hearing on Proposed Town Charter March 1, 2014
The proposed town charter is set as Article 6 on the 2014 Town Meeting Warning; vote on this article will be by Australian Ballot. The Selectboard held its first hearing on the proposed charter January 13, 2014. The board will hold its second hearing on the proposed charter in conjunction with Town Forum, March 1, 2014, 9:30 a.m. in the U-32 cafeteria.
The proposed conflict of interest ordinance is set as Article 9 on the Warning; vote on this article will be on the floor at Town Meeting. As with the charter, the Selectboard held its first hearing on the ordinance on January 13th. Also like the town charter, there will be a second opportunity to discuss the ordinance at the Town Forum.

Public Hearing on Town Charter & Conflict of Interest Ordinance January 13, 2014
The Selectboard is holding a public hearing on a proposed town charter January 13, 2014, 6 p.m. in the public room of the Emergency Services Facility (54 Village Acres; the new fire station). The East Montpelier Charter Committee worked for the past 8 months on both the general concept of and proposed language for a prospective town charter. The committee submitted its report with the proposed charter to the Selectboard December 2, 2013. The Selectboard decided to warn the proposed charter as presented by the committee. This is the first of two hearings on the charter. The second hearing will be held in conjunction with Town Forum, March 1, 2014, 9:30 a.m. in the U-32 cafeteria. The vote on the proposed charter will be held by Australian Ballot on Town Meeting Day, March 4, 2014.
Also on January 13th, immediately after the conclusion of the public hearing on the proposed charter, the Selectboard will hold a public hearing on a proposed Conflict of Interest Ordinance. This ordinance was also developed by the Charter Committee. The town already has a Selectboard-adopted Conflict of Interest Policy (EM Conflict of Interest Policy), but a policy is not as effective or enforceable as a voter-approved ordinance. If the Selectboard decides to move forward with the ordinance, it will be included as a separate article on the 2014 Town Meeting Warning and will be decided by floor vote at Town Meeting. Like the town charter, there will be a second opportunity to discuss the ordinance at the Town Forum.

Selectboard Meeting November 18, 2013
As part of its November 18th meeting, the East Montpelier Selectboard will be hosting a discussion with Bill Fraser, Montpelier’s City Manager, and Abby Friedman, the director of the Municipal Assistance Center for the VT League of Cities & Towns, on the similarities and differences between the Selectboard/Town Administrator, Selectboard/Town Administrator with delegated powers, and Selectboard/Town Manager forms of town governance. This will be an opportunity for Selectboard members, Charter Committee members, and town residents to gain insight into what the options are, what other towns are doing, and why towns shift from one style to another.
The Selectboard meeting will be held in the public room of the Emergency Services Facility (the new fire station; 54 Village Acres).
