On December 19, 2016 the East Montpelier Selectboard will hold a regular meeting starting at 6:30 p.m. at the town office building. December 1 & 5, 2016 Selectboard Meetings

The East Montpelier Selectboard will hold a special joint meeting with the Town of Calais Selectboard on December 1, 2016, 7:00 p.m. at the Emergency Services Facility (the new fire station; 54 Village Acres). This purpose of this meeting is to receive the proposed FY2018 operating budget request from the East Montpelier Fire Department along with an updated capital plan for use of the EMFD capital reserve fund.

Traffic Ordinance Amendments Adopted

On October 3, 2016 the East Montpelier Selectboard adopted a number of amendments to the East Montpelier Traffic Ordinance.

Town of East Montpelier citizens may petition for a town vote on the question of disapproving the amendments. The petition must be signed by not less than 5% of the qualified voters of the Town of East Montpelier and submitted to the Town Clerk at the Municipal Building no later than 5:00 p.m. November 16, 2016. Absent such a petition, the ordinance will take effect December 2, 2016.

VT Secretary of State Jim Condos has provided the following information:

Our office has worked hard to make it simple and easy to register to vote. Eligible Vermonters can register to vote by mail, at their local town clerk’s office, or online at: Register to Vote Online. Remember, the deadline to register to vote is November 2nd.

We also offer a generous early/absentee voting program. We understand that not everyone can take time away from their jobs or families to vote on November 8th. These busy Vermonters can now go
online to their “My Voter Page” to request an absentee ballot: My Voter Page. The deadline to request an absentee ballot is November 7th and all ballots must be returned to the Town Clerk by 7pm on Election Day.

East Montpelier Seeking Road Foreman

The Town of East Montpelier is seeking applications for its road foreman position, the leader of the highway department. After many years of exemplary service, East Montpelier Road Foreman Mike Garand is aiming to retire, at least from full-time duty, as of July 1, 2017. The town intends to hire a prospective foreman with a start date around January 1, 2017, to allow a six-month probationary period to work/train under Mr. Garand.

Public Input Wanted on EM Village Zoning Concepts

Did you miss the East Montpelier Village Planning Open House on October 20, 2016 up at EMES? The Planning Commission is working on a Master Plan that creates a vision for a vibrant Village with homes, shops, restaurants, offices and open space. Currently, the Planning Commission is seeking public input on the general location, types of land uses and relative densities that would guide the development of new Village zoning to implement this vision. Please review the maps along with the other Open House documents in the materials packet below and provide the Planning Commission your opinions on the feedback questionnaire. October 20, 2016 EM Village Planning Open House

What should East Montpelier Village look like in the future? How do we make it a vibrant and interesting place? East Montpelier Elementary School students are engaging with these real questions about our community at the same time that the town Planning Commission is doing so. EMES and the Planning Commission will showcase their respective ideas at an Open House at the school on October 20th. Stop by the school gym anytime between 6:30 to 8:00 pm to see the student projects and provide feedback on the Planning Commission’s ideas and work to date. Refreshments will be served.

Welcome New Town Clerk CJ Flynn

On September 7, 2016 the East Montpelier Selectboard appointed CJ Flynn, an ardent community volunteer, as the town’s new town clerk, replacing the recently-resigned Terri Conti. As an appointee, CJ’s term will expire on 2017 Town Meeting Day, March 7, 2017. The final year on Terri’s original 3-year term will be up for election on that date.

CJ is already on the job to a limited degree. He’ll be in the office on a normal schedule as of September 22nd after he finishes up with his commitment to his current job.

Due to unforeseen circumstances, the East Montpelier Development Review Board has canceled its scheduled meeting on September 6, 2016. Town Clerk Vacancy

Due to the recent resignation of Town Clerk Terri Conti, the East Montpelier Selectboard is seeking candidates to fill the clerk position for a term through 2017 Town Meeting, March 7, 2017. This is an elected office with a 3-year term which was due to expire on March 6, 2018. There will be an election at 2017 Town Meeting for the remaining year on the current term.

Interested candidates must be legally qualified voters of East Montpelier.

The town clerk position is a challenging, multi-faceted, high-profile town government position. Hours, salary and benefits are negotiable.

Town Clerk Terri Conti Resigns

It is with sadness that we announce the resignation of Terri Conti as East Montpelier Town Clerk, effective September 1, 2016.

In Terri’s words:

It is with deep regret that I submit my resignation as Town Clerk to be effective September 1, 2016. I feel that due to my continuing health issues, I am no longer able to carry out and fulfill the duties as Town Clerk. This decision comes after much consideration, especially for a position that I love for a town that I love.

The Selectboard accepted Terri’s resignation at its August 15th meeting. There will be an announcement regarding the process for filling the vacancy posted in the near future.

On Wednesday, August 31, 2016 from 4:00 – 6:00 p.m. we will be holding an open house at the town office building to thank Terri for her years of service both as Town Clerk for the last 10 1/2 years and, for the preceding 4 years, as assistant clerk under Sylvia Tosi. Please join us in offering thanks and well wishes to Terri in her future endeavors.

500 kW Solar Array Proposed for EM Village Property

BDE East Montpelier Lazar Solar, LLC, has submitted an application to the VT Public Service Board for a Certificate of Public Good for a 500 kW group net-metered solar array on property owned by the Cassani family located across US Rte. 2 from the East Montpelier Home Center on the south end of East Montpelier Village. Both the East Montpelier Planning Commission and Selectboard will be reviewing the application at upcoming meetings to determine the level of official town involvement in the application proceedings. July 21, 2016 Village Planning Open House

The East Montpelier Planning Commission will host a Village Planning Open House on Thursday, July 21, 2016 from 6:00 to 8:00 p.m. in the public room of the Emergency Services Facility (the new fire station). Listers Notice to Taxpayers

On June 2, 2016 the East Montpelier Board of Listers lodged the 2016 Grand List with the Town Clerk.

2016 Listers Notice to Taxpayers

The Grand List contains the listing of all taxable properties in the town along with the current assessment of each property. The lodging of this list opens a two-week window in which taxpayers can grieve their current property assessment. Taxpayers whose assessment changed during the past year will receive direct notice of the change and right to grieve. All taxpayers, however, have the right to grieve during this period.

32 V.S.A. §4111(g) reads as follows:

A person who feels aggrieved by the action of the listers and desires to be heard by them, shall, on or before the day of the grievance meeting, file with them his objections in writing and may appear at such grievance meeting in person or by his agents or attorneys. Upon the hearing of such grievance the parties thereto may submit such documentary or sworn evidence as shall be pertinent thereto.

The grievance hearing will be held on June 16, 2016 at the East Montpelier Town Office from 9:30 a.m. to noon and 1:30 p.m. to 4 p.m.

Grievances can be submitted in writing to the listers on or before the date of the grievance hearing. You may call (223-3313) or come into the East Montpelier Town Office between 9:00 a.m. and 5:00 p.m. Monday through Thursday and 9:00 a.m. to noon on Friday to make an appointment to present your grievance in person.

The East Montpelier Development Review Board will hold a meeting Tuesday, June 7, 2016, 7:00 p.m. at the town office building. Immediately prior to the meeting, at 6:30 p.m. the DRB will conduct a site visit at 2295 Brazier Road. 2015/16 Property Tax Information

At its August 3, 2015 meeting, the East Montpelier Selectboard set the property tax rates for the period July 1, 2015 to June 30, 2016 as follows:

  • Resident (homestead) tax rate: 2.5579; up 0.1937 (8.19%) from last year
  • Non-resident tax rate: 2.2134; up 0.1170 (5.58%) from last year

Tax bills were sent in late August. If you haven’t received your property tax bill or have questions about payments, please contact Town Treasurer Don Welch at (802) 223-3313×207 or eastmonttr@comcast.net.

The first installment was due by 5:00 p.m. Monday, November 16, 2015.

The second installment will be due by 5:00 p.m. Monday, May 16, 2016. Payments must be received (postmark is not sufficient) by 5:00 p.m. at the Municipal Office Building, 40 Kelton Road, on the due date.

The Town of East Montpelier now offers two programs for electronic payment of taxes: our direct debit program and a payment portal for credit & debit cards along with eChecks.

Help Free Treasurer Welch!

East Montpelier Treasurer Don Welch is participating in the Lock-Up fundraising program to benefit the Muscular Dystrophy Association. On April 13th he was “arrested”, thrown behind bars, and… safely returned to his family after sufficient bail was raised. Don’s donation page will remain active for another three months if you are interested in supporting his effort. To the best of our knowledge, his freedom is no longer at stake.

2016 Town Meeting

2016 Town Meeting is right around the corner: Town Forum will be held on Saturday, February 27, 2016 with Town Meeting on Tuesday, March 1, 2016. Both will start at 9:30 a.m. in the East Montpelier Elementary School gymnasium. The town will go first, with the school district following, at both the forum and Town Meeting.

Early & absentee voting for Australian Ballot items is ongoing — please contact Town Clerk Terri Conti (223-3313 x 201; eastmonttct@comcast.net) for more information.

Sharing A Meal at Town Meeting

Town Meeting on Tuesday, March 1st, at East Montpelier Elementary School always means the traditional Potluck Lunch!!

As in previous years, please bring a dish — appetizer, salad, main courses, sides, bread/rolls, or dessert. Label your food, Vegetarian or Meat and let us know if it is gluten-free or contains nuts. Drop off your food in the cafeteria between 9:30 and 10:30 a.m. and don’t forget to collect a lunch ticket. You should have enough food to feed 8-12 guests – we anticipate 120 people in attendance.

If you are unable to bring a dish, $5.00 will buy you one mighty fine lunch! We haven’t run out of food yet, so let’s be mindful of the line behind you as you fill your plate! You are always welcome to get seconds. And, when all is done and clean, be sure to take your serving dish home with you – we cannot be responsible for dishes left at the school.

As always, volunteers are needed to help with set-up, serving, and clean-up. You can also be part of the kitchen crew and help with cooking or coordinating food service!

The Selectboard hopes this item will stimulate discussion on the future direction of land conservation efforts in East Montpelier. Absentee and early voting for 2016 Town Meeting, including the presidential primary, is now open. Please contact Town Clerk Terri Conti (223-3313×201; eastmonttct@comcast.net) to request an absentee ballot, inquire about early voting, to register to vote, or with any other election question.

The races are now set, except there’s no competition. All the available posts have one candidate (except Second Constable, which has no one running). If you have interest, just realized it a bit late (!), you can still run as a write-in candidate — you’ll just have to do a lot of campaigning. The available posts:

January 9, 2016 Winston Property Inspection

The Selectboard will be conducting a site inspection of the town-owned Winston/Silberberg property located at 3035 US Route 2 on the northeast end of East Montpelier Village. The inspection of the building and land will be held on Saturday, January 9th at 10:00 a.m. The public is invited to attend — snowshoes optional.

This event is a continuation of the Selectboard’s effort to gather information on the 48-acre parcel. In the weeks following the inspection, the board will create a committee to move forward with near-term objectives, such as developing an action plan for the existing structure. The hope is that people interested in serving on the committee will participate in the inspection. We’ll meet at the building. Limited parking on-site; additional parking is available at the adjacent WEC garage property (now town-owned) or across Route 14 in the Church Street and town office lots.
