December 15, 2017 Town Volunteer Appreciation Party

On December 15, 2017, 5:00 to 8:00 p.m. at the town office building the East Montpelier Selectboard and Town Clerk Rosie Laquerre will host the sixth annual East Montpelier Volunteer Appreciation Party. We are honoring retired road foreman Mike Garand for his long and meritorious service. A special presentation to Mike will be made at 6:00 p.m.

The town has scheduled a tax sale on three properties to be held on January 26, 2018, 10:00 a.m. at the town office building.

December 5, 2017 Capital Improvement Committee Public Forum

The East Montpelier Capital Improvement Committee (CIC) has finished its review and revision of the Town’s Capital Improvement Plan. On Tuesday, December 5th, 6:00 PM at the Municipal Building, the Committee will hold a public forum to present its 2017 Plan for discussion prior to its regular meeting. Following input at the forum, the CIC will consider the feedback, make any necessary revisions, and present the final plan to the Selectboard. The Committee welcomes your input.

Towne Hill Road Intersection Design Feasibility Study

In June 2017, East Montpelier was awarded transportation funding to conduct a safety study of the Towne Hill, Gallison Hill, and Brazier Roads intersection area. Lamoureux & Dickinson Consulting Engineers and Broadreach Planning & Design are the consultants performing the study. This is very much a fast-tracked project — the study will be completed by the end of the year. There will be a number of public feedback events, the next of which will be held on November 20, 2017, 6:30 p.m. at the town office building as part of the Selectboard meeting. Materials will be posted here as they are available.

Welcome New Town Clerk Rosie Laquerre

On August 14, 2017 the East Montpelier Selectboard appointed Rosie Laquerre, a former EMES board member and WCSU employee, as the town’s first Selectboard-appointed clerk under the governance charter amendments approved at 2017 Town Meeting. Ms. Laquerre’s first day in the office will be September 5, 2017.

The board thanks the Town Clerk Selection Committee, led by Chair Karen Saudek, for its excellent service in the nearly-three month process to find Rosie. The committee’s job was to solicit and evaluate the applicants, and then recommend qualified candidates for the Selectboard to consider.

The board would especially like to thank CJ Flynn, the current Interim Town Clerk through September 1, 2017, for his gracious acceptance of the two-month interim position after his elected office was eliminated by the charter change. Good luck in your future endeavors, CJ!

 

2017/18 Property Tax Information

At its August 7, 2017 meeting, the East Montpelier Selectboard set the property tax rates for the period July 1, 2017 to June 30, 2018 as follows:

  • Resident (homestead) tax rate: 2.5045; down 0.0464 (1.85%) from last year
  • Non-resident tax rate: 2.2192; down 0.0006 (0.03%) from last year

FY2018 Tax Rate Worksheet

Tax bills will be sent out in mid-to-late August. If you haven’t received your property tax bill by the end of August, need another copy, or have questions about payments, please contact Town Treasurer Don Welch at (802) 223-3313 x 207 or eastmonttr@comcast.net. If you have questions or issues that could more appropriately be handled at the state level, please contact Vermont Taxpayer Services at (802) 828-2865.

The first installment will be due by 5:00 p.m. Wednesday, November 15, 2017.

The second installment will be due by 5:00 p.m. Tuesday, May 15, 2018.

Payments must be received (postmark is not sufficient) by 5:00 p.m. at the Municipal Office Building, 40 Kelton Road, on the due date.

Listers Notice to Taxpayers

On June 30, 2017 the East Montpelier Board of Listers lodged the 2016 Grand List with the Town Clerk.

2017 Lister Notice to Taxpayers

The Grand List contains the listing of all taxable properties in the town along with the current assessment of each property. The lodging of this list opens a two-week window in which taxpayers can grieve their current property assessment. Taxpayers whose assessment changed during the past year will receive direct notice of the change and right to grieve. All taxpayers, however, have the right to grieve during this period.

32 V.S.A. §4111(g) reads as follows:

A person who feels aggrieved by the action of the listers and desires to be heard by them, shall, on or before the day of the grievance meeting, file with them his objections in writing and may appear at such grievance meeting in person or by his agents or attorneys. Upon the hearing of such grievance the parties thereto may submit such documentary or sworn evidence as shall be pertinent thereto.

The grievance hearing will be held on July 14, 2017 at the East Montpelier Town Office from 9:30 a.m. to noon and 1:30 p.m. to 4 p.m.

Grievances can be submitted in writing to the listers on or before the date of the grievance hearing. You may call (223-3313) or come into the East Montpelier Town Office between 9:00 a.m. and 5:00 p.m. Monday through Thursday and 9:00 a.m. to noon on Friday to make an appointment to present your grievance in person.

This is a first-of-its-kind opportunity. Under our recently amended town governance charter, the town clerk position will become an appointed, rather than elected, office on July 1, 2017. This is essentially a newly created town job with a formal job description, subject to the town’s personnel policy and eligible for all standard benefits. The person offered the job will be, after acceptance, appointed to serve the remainder of a one-year term as the town clerk, through June 30, 2018.

The Town of East Montpelier is seeking applications for its road foreman position, the leader of the highway department. After many years of exemplary service, East Montpelier Road Foreman Mike Garand is aiming to retire, at least from full-time duty, before the end of 2017. The town would like to hire a prospective foreman as soon as possible to allow a probationary period to work/train under Mr. Garand.

May 22, 2017, 6:00 p.m. Selectboard meeting at the Calais Town Hall (Gospel Hollow; 1662 Kent Hill Road, Calais). The Selectboard will hold a special joint meeting with the Calais Selectboard to discuss the East Montpelier Fire Department’s capital plan and possible purchase of a new fire engine. The discussion will be part of the regular Calais Selectboard meeting. The second half of the meeting will be back at the EM Municipal Office Building. At 8:00 p.m. the board will conduct a vicious dog hearing.

Murray Road Culvert Replacement Project Construction Bid

The Town of East Montpelier invited contractors to bid on the Murray Road Culvert Replacement Project. The culvert is located right at the Montpelier line on Murray Road. The town held a pre-construction bid meeting on Monday, April 10, 2017, 9:00 a.m. at the site. We recommended that all interested contractors attend the pre-bid conference. Bids were due Monday, May 1, 2017, 4:00 p.m. at the East Montpelier Town Office. On May 1, 2017 the Selectboard opened the bids and, by motion, awarded the construction project to Hebert Excavation Corporation, the low bidder.

2017 Green Up Day

Green Up Vermont! 2017 Green Up Day is coming on Saturday, May 6, 2017 will be the perfect (guaranteed) day to spend a few hours picking up litter around your neighborhood.

Once again the town will operate a drop-off site at the East Montpelier Elementary School’s teacher parking lot from 9:00 a.m. until 3:00 p.m. Be sure to separate recyclables/redeemables (bottles and cans) from regular trash. The always-popular green trash bags will be available at the town office building, Dudley’s Store, the Adamant Co-op, and many other locations.

Lunch will be provided for hungry litter pickers in the EMES cafeteria from 11:00 a.m. until 1:00 p.m.

16th Annual Easter Egg Hunt

Coming soon: the 16th Annual Easter Egg Hunt for East Montpelier residents and their extended families. Sponsored by the East Montpelier Recreation Board.

When: Saturday, April 8th at 10:00 a.m. sharp

Where: We will meet at the ball field again this year. The Easter Egg hunt will take place on the recreation field as well as in the back of the school. The fields are still quite snowy and could still be on the 8th; please dress your children accordingly.

There will be age appropriate groups for children up through the 6th grade. We hope to see you there.

We are also looking for volunteers to help hide the eggs and set up for the event. If interested, contact Jan Aldrich at janice_aldrich@hotmail.com or please arrive at the school at 9:00 AM on April 8th.

Proposed EM Charter Amendments

On January 16, 2017 the East Montpelier Selectboard held the first of two public hearings on proposed amendments to the East Montpelier Charter recommended by the East Montpelier Charter Committee. After extensive review of the proposed amendments and in light of feedback received at the January 16th hearing, the Selectboard is moving forward with a revised version of the proposed amendments. This revision will be discussed at the board’s January 30, 2017 meeting (6:30 p.m. at the town office building) with the expectation that the final language will be approved in time for inclusion in the 2016 Town Report, which will go to print at the beginning of February. The board will hold a second hearing on the proposed amendments in conjunction with 2017 Town Forum, Saturday, March 4, 2017, 9:30 a.m. in the gymnasium of the East Montpelier Elementary School.

There will be two East Montpelier Charter amendment articles on the 2017 Town Meeting Warning that will be voted on by Australian Ballot. The first, Article 5, will deal with the amendments developed by the Charter Committee. The second, Article 6, will deal with the Plan of Merger that was the subject of two public hearings, one on December 19, 2016 and the other on January 2, 2017. The Plan of Merger is designed to merge East Montpelier Fire District #1 with the town. On January 11, 2017, the voters of the fire district approved the plan.

The final step in the charter amendment process will be to submit the amendments approved by town voters at 2017 Town Meeting to the Vermont Legislature for potential enactment into law.

We have candidates, but no competition, for every major office up for election except for the auditor position. You can always stage a write-in campaign to join our Auditor team of Deb Fillion and Dave Grundy!

It’s that time of year: if you have any interest in running for local office this year, now is the time to get your petition started. The following positions will be up for election at 2017 Town Meeting on March 7th:

We haven’t seen any petitions as yet for the auditor position, the School Director 2-year term, or the U-32 position and, of course, multiple candidates for any of the positions is never a bad thing. Petitions for elected office, with a minimum of 1% valid signatures from the current voter checklist for East Montpelier, are due to Town Clerk CJ Flynn by 5 p.m. on Monday, January 30th. CJ recommends getting 25 signatures to ensure you have enough valid signatures from East Montpelier registered voters.

Petitions for proposed articles on the 2017 Town Meeting Warning, with a minimum of 5% valid signatures, are due to CJ by 5 p.m. on Thursday, January 19th; CJ recommends at least 125 signatures for these petitions.

January 2, 2017 Selectboard Public Hearing & Meeting

On January 2, 2017 the East Montpelier Selectboard will hold a regular meeting starting at 6:30 p.m. at the town office building. Prior to the meeting, at 6:00 p.m. the Selectboard and the East Montpelier Fire District #1 Prudential Committee will hold a public hearing on the Plan of Merger to merge the fire district with the town.

2016/17 Property Tax Information

At its August 1, 2016 meeting, the East Montpelier Selectboard set the property tax rates for the period July 1, 2016 to June 30, 2017 as follows:

  • Resident (homestead) tax rate: 2.5509; down 0.0070 (0.27%) from last year
  • Non-resident tax rate: 2.2198; up 0.0064 (0.29%) from last year

Tax bills were sent out in late August. If you haven’t received your property tax bill, need another copy, or have questions about payments, please contact Town Treasurer Don Welch at (802) 223-3313×207 or eastmonttr@comcast.net. If you have questions or issues that could more appropriately be handled at the state level, please contact Vermont Taxpayer Services at (802) 828-2865.

The first installment was due by 5:00 p.m. Tuesday, November 15, 2016.

The second installment will be due by 5:00 p.m. Monday, May 15, 2017.

Payments must be received (postmark is not sufficient) by 5:00 p.m. at the Municipal Office Building, 40 Kelton Road, on the due date.

The Town of East Montpelier now offers two programs for electronic payment of taxes: our direct debit program and a payment portal for credit & debit cards along with eChecks.
