Red Cross to Open Shelters in Hartford and Barre
Burlington, VT. Wednesday, November 28, 2018 – The New Hampshire/Vermont region of the American Red Cross will open shelters in Hartford and Barre, Vermont beginning at 6:00 p.m. tonight for people who find themselves displaced by power outages in Vermont. The shelters will be located at Hartford High School, 37 Highland Avenue, White River Junction, VT, and at Barre Auditorium, 16 Auditorium Hill, Barre, VT.
WHAT TO BRING TO A SHELTER: Residents are facing freezing temperatures while power is being restored to their homes. The Red Cross and local emergency leadership moved to open the shelters for people needing someplace to go. The FREE Red Cross Emergency App for is available to download for mobile devices, and provides a list of open shelters in the area. More information: Red Cross Shelter Information
The Red Cross encourages those who plan to stay in a Red Cross evacuation shelter to bring the following items for each member of their family:
• prescription and emergency medication
• medical equipment such as a wheelchair/walker, oxygen, etc.
• extra clothing
• pillows
• blankets and sleeping bags
• hygiene supplies
• flashlight with extra batteries
• phone and equipment chargers
• power strip
• small board games
• books for entertainment
• specialty snacks and juices for those with dietary restrictions
• basic snacks
• baby food and formula
• diapers
• beach chair or camp chair
• identification
• insurance papers
• other comfort items
Additionally, special items for children and infants, such as diapers, formulas and toys, should be brought, along with other items for family members who are elderly or disabled.
You may not bring illegal drugs, alcoholic beverages, or weapons into the shelter.
The Vermont Disaster Animal Rescue Team has been alerted and will be providing support for pets at both shelter locations. All pets must be transported in a pet carrier. Pet owners should also bring food and medication appropriate for their pets.

2018/19 Property Tax Information
At its August 6, 2018 meeting, the East Montpelier Selectboard set the property tax rates for the period July 1, 2018 to June 30, 2019 as follows:
- Resident (homestead) tax rate: 2.5329; up 0.0284 (1.1%) from last year
- Non-resident tax rate: 2.2599; up 0.0407 (1.8%) from last year
Tax bills will be sent out in mid-to-late August. If you haven’t received your property tax bill by the end of August, need another copy, or have questions about payments, please contact Town Treasurer Don Welch at (802) 223-3313 x 207 or eastmonttr@comcast.net. If you have questions or issues that could more appropriately be handled at the state level, please contact Vermont Taxpayer Services at (802) 828-2865.
The first installment will be due by 5:00 p.m. Thursday, November 15, 2018.
The second installment will be due by 5:00 p.m. Wednesday, May 15, 2019.
Payments must be received (postmark is not sufficient) by 5:00 p.m. at the Municipal Office Building, 40 Kelton Road, on the due date.

On May 31, 2018 the East Montpelier Board of Listers lodged the 2018 Grand List with the Town Clerk.
2018 Listers Notice to Taxpayers
The Grand List contains the listing of all taxable properties in the town along with the current assessment of each property. The lodging of this list opens a two-week window in which taxpayers can grieve their current property assessment. Taxpayers whose assessment changed during the past year will receive direct notice of the change and right to grieve. All taxpayers, however, have the right to grieve during this period.
32 V.S.A. §4111(g) reads as follows:
A person who feels aggrieved by the action of the listers and desires to be heard by them, shall, on or before the day of the grievance meeting, file with them his objections in writing and may appear at such grievance meeting in person or by his agents or attorneys. Upon the hearing of such grievance the parties thereto may submit such documentary or sworn evidence as shall be pertinent thereto.
The grievance hearing will be held on Thursday, June 14, 2018 at the East Montpelier Town Office from 9:00 a.m. to noon and 1:00 p.m. to 4 p.m.
Grievances can be submitted in writing to the listers on or before the date of the grievance hearing. You may call (223-3313) or come into the East Montpelier Town Office between 9:00 a.m. and 5:00 p.m. Monday through Thursday and 9:00 a.m. to noon on Friday to make an appointment to present your grievance in person.

Quaker Road Culvert Replacement Project Construction Bid Notice
The Town of East Montpelier invites contractors to bid on the Quaker Road Culvert Replacement Project. The culvert is located on Quaker Road a half mile west of the road’s intersection with US Rte. 2 in East Montpelier Village. The town held a pre-construction bid meeting on Thursday, May 24, 2018, 9:00 a.m. at the site. We recommended that all interested contractors attend the pre-bid conference; 8 contractors attended. Bids will be due Monday, June 4, 2018, 4:00 p.m. at the East Montpelier Town Office.

Information discussed at the May 24th Pre-Bid Conference:
1. The plans available above are the final plans with complete culvert information. If you downloaded a set of plans prior to Tuesday (May 22nd) evening, you may not have the most current version. Chase & Chase Surveyors is providing the design data service for this project and will provide the information in whatever format best fits the chosen contractor’s methodology.
2. The culvert will be provided by the town. The new 66″-diameter culvert will be in three segments (20′, 20′, 21′) and the contractor will have to put the segments together. The existing 24″-diameter pipe will remain the property of the town. The contractor will be responsible for loading the removed culvert onto a town vehicle for removal from the site.
3. The state wetlands permit has not yet been received. The application is in process. If anything changes prior to the June 4th bid submission deadline, the information will be available on this web page. The selected contractor will be kept informed as to the progress of the permit process.
4. The owners of the outlet (south) side of the culvert, Robert & Rebekah Brown, are interested in receiving some/all of the residual fill from this project. The Browns are also willing to provide a staging area for the project. The chosen contractor will need to work closely with the Browns. One possible amenity that could be provided by the contractor would be to provide a flatter access from the Brown driveway onto Quaker Road to help alleviate the concern that the new guardrail will inhibit sight lines.
5. Dig Safe has located active telephone (FairPoint/Consolidated) and cable (Comcast) lines on the north side of the road right-of-way. There are also lines running along the south side (see pictures below from the 2011 May storm damage), but those lines are currently unclaimed by any utility.

6. There is a Microsoft Excel spreadsheet version of the Contractor’s Bid Sheet that is set up with formulas to do the totals per item and final total calculations. If a contractor wants a copy of the spreadsheet, contact Doug Newton at newtontechnicalservices@charter.net.
7. A completed Contractor’s Bid Sheet must be submitted with the Bid Proposal Form. Bid documents are due by Monday, June 4th, 4:00 p.m. at the East Montpelier Town Office.
8. The project is permitted under the state’s general stream alteration permit. In stream work is limited to the period July 1 to October 1.
9. The project is expected to be constructed during the period July 9 — August 17, 2018. The contractor will be provided up to a 28-day full road closure period during the July 9 — August 17 period. At the end of the 28-day closure, the road is expected to be fully restored and usable by normal traffic. Final off-road work can continue beyond that point.
10. Existing pavement must be removed and disposed of off-site. Contractor is responsible for painting the center and side lines when repaving is complete.

2018 Green Up Day
Green Up Vermont! 2018 Green Up Day is coming on Saturday, May 5, 2018. This will be the perfect day to spend a few hours picking up litter around your neighborhood.
Once again the town will operate a drop-off site at the East Montpelier Elementary School’s teacher parking lot from 9:00 a.m. until 3:00 p.m. Be sure to separate recyclables/redeemables (bottles and cans) from regular trash. The always-popular green trash bags will be available at the town office building, Plainfield Hardware, Dudley’s Store, EMES, the Adamant Co-op, and many other locations.
Lunch will be provided for hungry litter pickers in the EMES cafeteria from 11:00 a.m. until 1:30 p.m.

It’s now possible to coordinate group clean-ups with Green Up Day’s new mobile app which focuses on bringing people and their cleanup efforts together. The app allows groups of friends, families, or business employees organize, map, and communicate their group clean ups. Please remember that bags have to be dropped off at EMES and cannot be left roadside.

Seeking Zoning Rewrite Steering Committee Members
Interested in Zoning?
Over the next 18 months, the Planning Commission (PC) will be updating the zoning for East Montpelier, and you have a chance to participate in this important process. As the town plan is updated periodically to reflect current conditions, land uses, and new goals and visions, the zoning is adjusted to allow the new vision to be realized. In phase one of this two-phase undertaking, the zoning will be developed for the East Montpelier Village. Phase two will update the town-wide zoning, which includes zoning district boundaries, minimum lot sizes, setbacks, etc.
The PC will appoint up to five resident members of the Steering Committee, and that business will be first on the agenda for the twice-monthly PC meetings during the zoning process, and no separate Steering Committee meetings are expected to be held. The PC hopes to create a committee that is forward-thinking and represents a wide range of community viewpoints.

Seeking Central VT Internet Representatives
As a result of the 2018 Town Meeting actions by numerous central Vermont towns, including East Montpelier, a new communications union district known as Central Vermont Internet is in the process of formation. The purpose of the district is to provide community-based, high speed internet service to central Vermont. Each member town now needs to appoint a representative and alternate to the new district’s governing board. East Montpelier is seeking applicants for those two slots and would also like to develop a list of candidates for committee posts that may be available as the district develops, such as advisory board representatives in technical, financial, fundraising, and outreach areas.

17th Annual Easter Egg Hunt
Coming soon: the 17th Annual Easter Egg Hunt for East Montpelier residents and their extended families. Sponsored by the East Montpelier Recreation Board.
When: Saturday, March 24th at 10:00 a.m. sharp
Where: We will meet at the ball field again this year. The Easter Egg hunt will take place on the recreation field as well as in the back of the school. The fields are quite snowy and will likely still be on the 24th; please dress your children accordingly.
There will be age appropriate groups for children up through the 6th grade. We hope to see you there.
We are also looking for volunteers to help hide the eggs and set up for the event. If interested, please arrive at the school at 9:00 AM on March 24th.

The East Montpelier Selectboard will hold a regular meeting on Monday, February 19, 2018, 6:30 p.m. at the town office building. The first part of this meeting is a joint session with the Calais Selectboard to discuss methods to work with the East Montpelier Fire Department on the development of financial accounting and capital plan presentations that better meet the needs of the communities. Right after the joint session our state representative, Kimberly Jessup, will hold a conversation with board members (and the public, of course!) on current legislative activities.

Draft 2018 Town Plan Public Forum
The East Montpelier Planning Commission will hold a public forum before its regular meeting on Thursday, February 1, 2018, at the Emergency Services Facility (the new fire station; 54 Village Acres). The forum starts at 7:00 p.m., with the PC meeting following at around 8:00 p.m. This will be an informal public forum to discuss the Draft 2018 Town Plan; the mandated formal public hearing will occur sometime in March. All comments and questions are welcome. Refreshments will be provided. We will present a brief summary of significant changes, and then open the meeting up to your questions and comments.
