AT&T was (see January 7, 2021 update below) exploring the viability of constructing a new communications support structure and wireless communications facility on property located at 750 Jacobs Road in East Montpelier on land owned by Robert and Diane Fusco.

AT&T has withdrawn its advance notice filing and is not moving forward with the facility.

December 8, 2020 Update
AT&T has notified the town that the company is investigating an alternative location for a cell tower to provide similar coverage expansion as offered by the proposed tower at 750 Jacobs Road. This alternative location is not located in East Montpelier or near the town boundaries. To allow AT&T time to pursue this new location, the public informational meeting originally scheduled for December 14, 2020 has been postponed to Thursday, January 14, 2020 at 7:00 p.m. As part of the arrangement to reschedule the meeting, AT&T has agreed to a minimum advance notice period of 120 days from the November 12, 2020 filing date.

The 2020 General Election will be held November 3, 2020. East Montpelier voting will be conducted at the EM Elementary School, 7 a.m. until 7 p.m. For the health and safety of all, masks/face coverings are REQUIRED at this polling place. You are encouraged to leave non-voting members of your household and children at home due to social distancing protocols.

2020 General Election Checklist (as of September 30, 2020)
General Election Ballots have been, as of September 30, 2020, mailed by the VT Secretary of State’s office to all active, as of September 2, 2020, East Montpelier voters. The town will handle the mailing of absentee ballots for those who register or alter their registration after September 2, 2020.
You can return your voted ballot three ways:
- Mail by USPS (please do not mail ballots after October 24, 2020)
- Deliver the ballot directly to the town office and deposit it in the new secure drop box next to the handicap ramp or, if you would prefer, during business hours (9-5 M-Th; 9-noon F) you can hand the ballot to the clerk (the office remains closed to the public, so you will need to call when you arrive so that the clerk can either meet you at the door or in the parking lot)
- On Election Day, you must bring the ballot to the polling location at EMES
If you receive an absentee ballot but still wish to vote in person on November 3, 2020 at EMES, please bring your ballot with you. If you have lost your ballot, a replacement will be provided.
Election officials will feed ballots from early voters into the tabulator on a weekly basis starting on Thursday, October 15, 2020 at 4:00 p.m. and continuing on the following two Thursdays, also at 4:00 p.m. You can see this process, conducted by Board of Civil Authority members, live streamed on Zoom by clicking on the following link at the appropriate time:

The League of Women Voters of Vermont has provided some handy absentee ballot voting tips:
1. Mark your ballot oval with a blue or black pen. Do not use any other color pen or magic marker.
2. Your ballot comes with two envelopes. Place your marked ballot in the Voted Ballot Envelope and seal it.
3. Complete the requested information on the Certificate
– Your full formal name. No nicknames.
– Your town or city of residence
– Your signature (super important!) and date
If you forget to do this or you do not complete all of the required information, your ballot will be disqualified and not counted. And, we do not want this to happen – EVER!
4. Place the voted ballot envelope in the outer envelope and mail it or drop it off at your Town/City Clerk’s office. To ensure that your ballot gets to the Clerk’s office in time, mail it before October 24. Otherwise, you can personally drop your ballot off at the Town/City Clerk’s office before the close of business on November 2nd or you can take your ballot to the polls before 7 p.m. on Election Day.
5. Track your ballot — visit your “My Voter Page” (see below) – it will show the date your ballot was received by your Town/City Clerk.

Winter Sidewalk Maintenance Request for Bids
The Town of East Montpelier is seeking a contractor to provide winter maintenance for the approximately 2,550-foot East Montpelier Village sidewalk network. The general expectation is that the sidewalks with be plowed and sanded/salted after a significant storm event. The East Montpelier Road Foreman determines when to call in the contractor and defines the scope of work for any particular event.

The East Montpelier Resilient Roads Committee will hold a public informational meeting dealing with the emerald ash borer threat and the town’s ash tree management plan on Tuesday, September 15, 2020, at 6:30 p.m. At 7:30 p.m. East Montpelier Tree Warden Paul Cate will conduct a public tree hearing on a proposed project involving the removal of ash trees along Dodge & Johnson Roads. The meeting and hearing will be held utilizing Zoom conference services (details below). At its August 3, 2020 meeting, the East Montpelier Selectboard set the property tax rates for the period July 1, 2020 to June 30, 2021. The rates are as follows:
- Resident (homestead) tax rate: 2.5381; up 0.0817 (3.3%) from last year
- Non-resident (nonhomestead) tax rate: 2.3804; up 0.0899 (3.9%) from last year

If you haven’t received your property tax bill by the end of September, need another copy, or have questions about payments, please contact Town Treasurer Don Welch at (802) 223-3313 x 207 or treasurer@eastmontpeliervt.org. If you have questions or issues that could more appropriately be handled at the state level, please contact Vermont Taxpayer Services at (802) 828-2865.

East Montpelier Selectboard Vacancy
Casey Northrup has decided to step down from the Selectboard effective immediately. Casey’s years of service to the town, both on the Selectboard and on a variety of committees, have been deeply appreciated and we’ll miss his contributions. Please see below for the notice of vacancy:
The East Montpelier Selectboard is seeking to fill a vacancy on the Selectboard through the remainder of the first year of a three-year term. The Selectboard regularly meets twice a month, generally every first and third Monday although during the summer the schedule tends to be more haphazard, with additional meetings as needed. Meetings are usually held starting at 6:30 p.m. at the town office building, but due to the COVID-19 pandemic currently meetings are being held remotely utilizing Zoom conferencing services. Board members receive a small annual stipend in November.
Candidates must be legally qualified voters in East Montpelier.

The Selectboard will consider the appointment of a qualified applicant at its July 13, 2020 meeting. Any appointment will end on March 2, 2021. The remaining two years of this three-year Selectboard seat will be up for election on 2021 Town Meeting Day.
Notice of Intent to Convey Property
You may recall that last November the Selectboard put out a notice of intent to sell the bulk of the town-owned Old LaPerle Farm parcel at the north end of East Montpelier Village after receiving an unsolicited offer from Marc Fontaine to purchase the property. Although there were no objections raised by the community, the transaction never quite reached the finish line. Recently Mr. Fontaine asked the board to allow Pat Malone to take over as the buyer. The board and Mr. Malone have now signed a purchase and sale agreement for the same $200,000 price as Mr. Fontaine offered. As before, the proposed transfer does not include the old farmhouse section next to the park ‘n ride facility.

This is an opportunity to get the property back on the tax rolls and, perhaps, bring some development to EM Village. The Selectboard has the authority to sell town property subject to the power of town residents to essentially veto the board’s decision. Below is the formal notice regarding the intent to convey the parcel.
NOTICE
NOTICE IS HEREBY GIVEN TO THE LEGAL VOTERS OF THE TOWN OF EAST MONTPELIER, pursuant to 24 V.S.A. §1061(a)(1), that the Town of East Montpelier proposes to convey a 46 acre, more or less, parcel of real estate bounded by Sodom Pond Brook and VT Rte. 14 N to the west; the land of Fontaine to the north; the land of Fairmont Farm to the east; and US Rte. 2 to the south.
This property is a portion of the land known as the Old LaPerle Farm Property purchased by the Town at judicial auction in 2015. The property is identified as “Parcel A” on the survey entitled “Boundary Line Adjustment, Town of East Montpelier, 3035 US Route 2, East Montpelier, Vermont”, as recorded in Map Slide 93, Map 418 of the East Montpelier Land Records. The proposed sale price is $200,000.00.
The property will be conveyed under the terms of a proposed Purchase and Sale Agreement between the Town of East Montpelier and Patrick Malone, unless a petition objecting to the conveyance, signed by at least five percent (5%) of the legal voters of the Town of East Montpelier, is presented to the Town Clerk within thirty (30) days of the date of publication and posting of this notice. If such a petition is presented, the East Montpelier Selectboard will cause the question of whether the Town should convey the property at a Special Town Meeting called for that purpose or at the next Annual Town Meeting.

On June 3, 2020 the East Montpelier Listers lodged the 2020 Grand List with the Town Clerk.
2020 Listers Notice to Taxpayers
The Grand List contains the listing of all taxable properties in the town along with the current assessment of each property. The lodging of this list opens a two-week window in which taxpayers can grieve their current property assessment. Taxpayers whose assessment changed during the past year will receive direct notice of the change and right to grieve. All taxpayers, however, have the right to grieve during this period.
32 V.S.A. §4111(g) reads as follows:
A person who feels aggrieved by the action of the listers and desires to be heard by them, shall, on or before the day of the grievance meeting, file with them his objections in writing and may appear at such grievance meeting in person or by his agents or attorneys. Upon the hearing of such grievance the parties thereto may submit such documentary or sworn evidence as shall be pertinent thereto.
Grievance hearings will be held on Thursday, June 18, 2020 from 9:00 a.m. to noon and 1:00 p.m. to 4 p.m.
Grievances must be submitted in writing and received at the town office by 5:00 p.m. on Wednesday, June 17, 2020. We recommend using the following form, but it is not mandatory.

EM Village Sidewalk Project
After nearly a decade of planning and essentially waiting our turn, construction on the main component of the East Montpelier Village sidewalk project is underway. JP Sicard is the contractor with Stantec providing construction inspection services. The town-owned Old LaPerle Farmhouse site at the north end of the village will serve as the project’s staging area. The current schedule targets August 25, 2020 as the completion date.
Much of the work will be along the sides of the US Rte. 2/VT Rte. 14 corridor, but there will a significant amount of work intruding at least partially into a travel lane, so there will be traffic disruptions off-and-on throughout the next three months. This should be a weekday, daytime issue — there is no weekend or night work planned at this point.
For the week of June 1-5 you should expect to see delays due to one-way traffic as the contractor commences the installation of drainage infrastructure. As always, please drive with caution through the work zone. When necessary, flaggers will be on site to assist motorists.
The work is being funded largely by a series of Vermont Agency of Transportation Bicycle & Pedestrian Program grants. This project marks the culmination of 12 years of VTrans-led improvements to the corridor area, including the two intersection projects, the replacement of the Village Bridge, and the construction of the park ‘n ride facility.

Town Office Building Closed
As of Tuesday, March 17th, the East Montpelier Town Office Building is closed to the public until further notice. The office staff is still on duty and ready to provide service on your behalf, just with very limited in-person options at this point. Please contact us by phone or email at the options listed below. Regular office hours will remain the same: M-Th 9-5; F 9-noon.
People needing access to the town records will be required to make appointments. Access will be controlled by Town Clerk Rosie Laquerre. No more than one person will be allowed access at a time. Due to Governor Scott’s “Stay Home, Stay Safe” order direct access to the town records is currently limited. Please contact Town Clerk Rosie Laquerre for further information.
Non-essential, indoor, in-person town committee/board meetings & events are also canceled until further notice. The Selectboard will meet as necessary. The public will be encouraged to attend those meetings remotely — options for doing that will be provided on the town’s website and on the posted meeting notices. Note: On March 30th the Selectboard altered the committee meeting restriction to allow for remote-only (with participation options for the public) meetings. On June 1st the board added the option to hold meetings outdoors. You can see the updated Selectboard order here:

19th Annual Easter Egg Hunt
Coming soon: the 19th Annual Easter Egg Hunt for East Montpelier residents and their extended families. Sponsored by the East Montpelier Recreation Board.
When: Saturday, April 4th at 10:00 a.m. sharp
Where: We will meet at the ball field again this year. The Easter Egg hunt will take place on the recreation field as well as in the back of the school. The fields could still be quite snowy and/or wet; please dress your children accordingly.
There will be age appropriate groups for children up through the 6th grade. We hope to see you there.
We are also looking for volunteers to help hide the eggs and set up for the event. If interested, please arrive at the school at 9:00 AM on April 4th.

This post will be updated on a regular basis through 2020 Town Meeting
2020 Town Meeting will be held Tuesday, March 3, 2020, 9:30 a.m. in the gymnasium of the East Montpelier Elementary School. 2020 Town Meeting Australian Ballot voting will run from 7:00 a.m. until 7:00 p.m., likely in the EMES library. 2020 Town Forum will be held Saturday, February 29, 2020, 9:30 a.m. in the EMES gym.

The Washington Central Unified Union School District meeting will be held separate from the town’s meeting, although Australian Ballot voting will be held for both on March 3rd at EMES. We’ll post information on the WCUUSD meeting when available.

Now is the time to get moving on your petitions if you have interest in any of the positions up for election at town meeting. The positions available are:

Selectboard Member, 3-year term

First Constable, 1-year term

There will also be one WCUUSD school board seat (with a 3-year term) available for residents of East Montpelier.
Petitions for elected office, with a minimum of 1% valid signatures from the current voter checklist for East Montpelier, are due to Town Clerk Rosie Laquerre by 5 p.m. on Monday, January 27th. Rosie recommends getting 25 signatures to ensure you have enough valid signatures from East Montpelier registered voters.
2020 TM Petition for Elected Office
Petitions for proposed articles on the 2020 Town Meeting Warning, with a minimum of 5% valid signatures, are due to Rosie by 5 p.m. on Thursday, January 16th; Rosie recommends 125 signatures for these petitions.

The VT Secretary of State also offers voter services: “My Voter Page” to, among other things, request an absentee ballot or simply check on your registration; “Vermont Online Voter Registration” to register to vote online.
Ash Tree Management Forum & Hearing
The East Montpelier Resilient Roads Committee will hold a public informational meeting dealing with the emerald ash borer threat and the town’s ash tree management plan on Monday, January 13, 2020, at 6:00 p.m. in room 128/131 at U-32 Middle & High School. At 7:00 p.m. East Montpelier Tree Warden Paul Cate will conduct a public tree hearing on a proposed pilot project involving the removal of ash trees along Gallison Hill Road on U-32 property and possibly further along Gallison Hill Road, Wheeler Road, and Schoolhouse Road.

[For those that don’t fully understand these web maps: the ash tree layer is not “on” by default — you have to turn it on by clicking the box labeled “Ash Tree Inventory”, which just happens to be the top option in the Layers List (the symbol for which looks like three sheets of paper; upper left side of the map). The data doesn’t show up until you zoom in a bit on the map. Once you can successfully see the green/orange/red dots with numbers on them, pick a dot of interest, left click on it, and the specific ash tree inventory data shows up on the first page of the pop-up info block (the other pages will have detailed property info).]
