East Montpelier Board of Listers Vacancy
There is a vacancy on the East Montpelier Board of Listers. This three-member elected board is responsible for the valuation of all taxable property in town, the development of the annual Grand List and management of the town’s parcel mapping. At least one lister holds office hours between 10 a.m. and noon every business day. Listers are compensated on an hourly basis. The town’s currently elected listers are Ross Hazel and Chris Racanelli.

Candidates must be legally qualified voters in East Montpelier. The Selectboard will consider the appointment of a qualified applicant at its January 10, 2022 meeting. Any appointment will end on March 1, 2022. The remaining year of this three-year Board of Listers seat will be up for election on 2022 Town Meeting Day.
East Montpelier Mask Mandate
On December 6, 2021, the East Montpelier Selectboard enacted a Rule requiring the wearing of face coverings in all indoor public settings in East Montpelier. The main text of the Rule:
Requirement to Wear Face Covering.
All establishments located in the Town of East Montpelier that invite the public into their premises for the purpose of receiving services, purchasing products, or otherwise transacting business, shall require both staff and customers (or visitors) to wear cloth face coverings or face shields over their nose and mouth while inside the establishment.
Exceptions.
• Cloth face coverings are not required on young children under age 5.
• Cloth face coverings should not be placed on anyone who has trouble breathing or anyone who is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.
• Cloth face coverings are not required for any person while eating or drinking inside any establishment that serves food or beverage.
Posting of Requirement.
Each establishment is individually responsible to post signage at the entrance and at other appropriate locations stating that customers (or visitors) are required to wear face coverings by order of the East Montpelier Selectboard.
Effective Period.
This Rule shall take effect immediately and shall remain in effect until the East Montpelier Selectboard amends, rescinds, or suspends this Rule by future action in a properly warned meeting or when an action taken by the State of Vermont nullifies this Rule or the Selectboard’s authority to continue this Rule, whichever occurs first. In the interim, the Selectboard intends to review this matter at every regularly scheduled Selectboard meeting.
December 9, 2021 Selectboard Meeting
The East Montpelier Selectboard will hold a joint meeting with the Calais Selectboard and the East Montpelier Fire Department on Thursday, December 9, 2021, 7:00 p.m. at the Emergency Services Facility (the new fire station; 54 Village Acres). This meeting is being hosted by the East Montpelier Fire Department. The public is invited to attend the meeting at the ESF. Mask use will be required. The town will provide a remote attendance option for the meeting utilizing Zoom conference services. See below for remote participation options for this meeting. Seeking Candidates for Treasurer Selection Committee
Don Welch, the long-serving East Montpelier Treasurer, has announced his intention to retire in mid-2022. In accordance with the East Montpelier Charter the Selectboard is seeking members to serve on the selection committee. The committee will be composed of:
• One Selectboard member
• Three other town officers whose positions work closely with the treasurer
• Three other persons, including one certified public accountant
The committee’s responsibilities include the investigation and interviewing of candidates for the treasurer position. The committee ultimately forwards on to the Selectboard the names of those applicants deemed qualified for the job.

Rob Chickering has stepped down as a town lister after over a decade of appreciated service, hence:
There is a vacancy on the East Montpelier Board of Listers. This three-member elected board is responsible for the valuation of all taxable property in town, the development of the annual Grand List and management of the town’s parcel mapping. At least one lister holds office hours between 10 a.m. and noon every business day. Listers are compensated on an hourly basis. The town’s currently elected listers are Ross Hazel and Chris Racanelli.

Planning Commission Vacancy
Siu Tip Lam is moving out of town and has resigned her seat on the Planning Commission effective October 21, 2021, hence:
There is a vacancy on the East Montpelier Planning Commission. This nine-member elected board handles, along with other planning activities, the development and maintenance of the town plan and zoning regulations. The PC also participates in the development of the town’s various emergency management plans as well as the capital budget. PC members also serve as alternates to the Development Review Board when needed. The PC regularly meets twice a month, every first and third Thursday, 7:00 p.m. at the town office building with infrequent additional meetings as needed. There is a small annual stipend.

Candidates must be legally qualified voters in East Montpelier. The Planning Commission will review the applications at its November 4, 2021 meeting. The PC will submit a recommendation to the Selectboard, which will make the appointment. Any appointment will be for the remainder of the second year of the normal 3-year term, through 2022 Town Meeting Day.

2021/2022 Property Tax Information
At its August 2, 2021 meeting, the East Montpelier Selectboard set the property tax rates for the period July 1, 2021 to June 30, 2022. The rates are as follows:
- Resident (homestead) tax rate: 2.4808; down 0.0573 (2.3%) from last year
- Non-resident (nonhomestead) tax rate: 2.3709; down 0.0095 (0.4%) from last year
FY2022 Property Tax Rate Worksheet
Tax bills will be sent out by August 20, 2021. If you haven’t received your property tax bill by early in September, need another copy, or have questions about payments, please contact Town Treasurer Don Welch at (802) 223-3313 x 207 or treasurer@eastmontpeliervt.org. If you have questions or issues that could more appropriately be handled at the state level, please contact Vermont Taxpayer Services at (802) 828-2865.
The first installment is due and postmarked by Monday, November 15, 2021.
The second installment is due and postmarked by Monday, May 16, 2022.
The Town of East Montpelier offers two programs for electronic payment of taxes: our direct debit program and a payment portal for credit & debit cards along with eChecks.
Payments can be made in person at the town office building during business hours (9-5 M-Th; 9-noon F). You can also drop payments in the convenient blue drop box next to the handicap ramp or in the back door mail slot (can be a tight fit). If you drop the payment off and want a receipt, remember to include a self-addressed, stamped envelope. You can also mail in your payment, but if you use USPS, please mail early and make sure you get the envelope postmarked.

August 12, 2021 Selectboard Meeting

East Montpelier Road Work Updates
Cherry Tree Hill Road:
Cherry Tree Hill Road will be closed on Wednesday, August 4, 2021 at the north (Quaker/Vincent Flats intersection) end to allow for the replacement of the culvert just to the south of that intersection. This will be a full-day project with the road closed soon after sunrise and expected to be open for normal traffic flow by nightfall. Local traffic can access all points on Cherry Tree Hill Road from the Towne Hill Road end.
County Road:
There is a major project tentatively scheduled for mid-August to mid-September along County Road. Two large culverts will be replaced and the southern 3.83 miles of the East Montpelier portion of the road (all but the section north of Horn of the Moon Road) will be reclaimed and paved. Precise timing is still up in the air as we await the issuance of wetland permits for the two culvert replacements.
Culvert project Site #1 is located on Barnes Brook just to the south of the lower drive for Morse Farm Maple Sugarworks. Site #2 is located on Mallory Brook about 1,000 feet north of the Barnes Road intersection, just south of the Keough driveway at 1648 County Road. There will be a full closure of County Road at the south side of Site #1 and the north side of Site #2 starting in mid-August for up to 16 days. There will be no through traffic at any time during that period. Local traffic, including to Morse Farm, will access the affected stretch by way of Barnes Road off of Center Road. Other local traffic and all through traffic will need to find alternative routes, preferably along VT Rte. 12 or US Rte. 2/VT Rte. 14 for the through traffic. The contractor for both culvert projects is Blue Mountain Trucking & Excavating.
Pike Industries will do the reclaiming work in late August/early September after the in-road portion of the culvert projects is complete, with paving scheduled for mid-September. The road will be open but with a gravel surface during the interim period.
We will provide updates as the schedule firms up. We apologize for any inconvenience this necessary roadwork may cause. 2021 Listers Notice to Taxpayers
On June 3, 2021 the East Montpelier Listers lodged the 2021 Grand List with the Town Clerk.
2021 Listers Notice to Taxpayers
The Grand List contains the listing of all taxable properties in the town along with the current assessment of each property. The lodging of this list opens a two-week window in which taxpayers can grieve their current property assessment. Taxpayers whose assessment changed during the past year will receive direct notice of the change and right to grieve. All taxpayers, however, have the right to grieve during this period.
32 V.S.A. §4111(g) reads as follows:
A person who feels aggrieved by the action of the listers and desires to be heard by them, shall, on or before the day of the grievance meeting, file with them his objections in writing and may appear at such grievance meeting in person or by his agents or attorneys. Upon the hearing of such grievance the parties thereto may submit such documentary or sworn evidence as shall be pertinent thereto.
Grievance hearings will be held on Thursday, June 17, 2021 from 9:00 a.m. to noon and 1:00 p.m. to 4 p.m.
Grievances must be submitted in writing and received at the town office by 5:00 p.m. on Wednesday, June 16, 2021. We recommend using the following form, but it is not mandatory.

Drop off at the town office, 40 Kelton Road: Use either the drop box next to the handicap ramp or the drop slot at the rear entrance or, if you’d prefer, hand the request off in person at the front door during business hours.
Due to the Covid-19 pandemic, once again this year we will be conducting the grievance hearings by remote means (by phone or Zoom conferencing service). Once we receive your request for a hearing we will contact you to determine an agreeable methodology for holding your hearing.

County Road Culvert & Paving Project Bid Notice
The Town of East Montpelier invites contractors to bid on the County Road Culvert & Pavement Project. The combined project involves the replacement of two large culverts and the reclaiming/paving of 3.83 miles of the road. Culvert replacement site #1 starts approximately 0.36 miles south of the Barnes Road intersection with County Road, extending north for 375 feet. Culvert replacement site #2 starts approximately 0.15 miles north of the Barnes Road intersection, extending north for 400 feet. The paving project runs from the Montpelier line to Horn of the Moon Road.
The town will hold a pre-construction bid meeting on Thursday, May 13, 2021, 9:00 a.m. at the lower drive/parking area of Morse Farm Maple Sugarworks, 1168 County Road, just north of culvert replacement site #1. We recommend that all interested contractors attend the pre-bid conference.
Although the town would prefer a single contractor for the entire combined project, the town will consider bids for the individual projects or any combination of the projects.
Bids are due Monday, May 24, 2021 by 2:00 p.m. at the East Montpelier Town Office. The bids will be opened at a Zoom remote meeting held for that purpose at 2:00 p.m. on Monday, May 24, 2021. The bids and resultant analysis will be considered by the East Montpelier Selectboard at its meeting that evening, Monday, May 24, 2021. That meeting will start at 6:30 p.m. with bid consideration listed at 7:00 p.m. on the agenda. Both meetings are open to contractors and the general public. Participation options are listed at the end of this post.

The southern (to the Montpelier line) 1.83 mile-stretch of this project is subject to VTrans Class 2 Roadway Grant P01885. The northern 2-mile stretch is under consideration for a VTrans Class 2 Roadway grant.
