Many volunteers are needed to make democracy work on a daily basis. East Montpelier has been fortunate to have a host of dedicated volunteers to serve on various boards and committees. To run for elected office a candidate must be a registered voter in their town and collect at least 24 unique (and legible) signatures of registered voters on a petition stating the office and term selected. Signed petitions and a Consent Form must be presented to the Town Clerk by all candidates no later than Monday, January 30, 2023 at 5:00 PM in order for your name to be printed on the Town Meeting ballot.

The Signpost can also help get the word out. The Signpost invites all candidates for public office in East Montpelier to speak to the citizens of the town in the March-April issue which will be published prior to Town Meeting Day. Please have your comments total no more than 250 words and address why you’re interested in the position and what contributions you hope to make. Send your comments to Edie Miller at signposteam@comcast.net no later than Monday, January 30, 2023. In addition, the Signpost would like to include a photo along with your statement. Planning Commission Vacancy
A member of the Planning Commission is moving out of town and has resigned his seat on the Planning Commission effective November 3, 2022, hence:
There is a vacancy on the East Montpelier Planning Commission. This nine-member elected board handles, along with other planning activities, the development and maintenance of the town plan and zoning regulations. The PC also participates in the development of the town’s various emergency management plans as well as the capital budget. PC members also serve as alternates to the Development Review Board when needed. The PC regularly meets twice a month, every first and third Thursday, 7:00 p.m. at the town office building or remote via Zoom, with infrequent additional meetings as needed. There is a small annual stipend.

The PC will submit a recommendation to the Selectboard, which will make the appointment. 2022/2023 Property Tax Information
At its August 1, 2022 meeting, the East Montpelier Selectboard set the property tax rates for the period July 1, 2022 to June 30, 2023. The rates are as follows:
- Resident (homestead) tax rate: 2.3854; down 0.0954 (3.8%) from last year
- Non-resident (nonhomestead) tax rate: 2.3118; down 0.0591 (2.5%) from last year
Tax bills will be sent out by August 19, 2022. If you haven’t received your property tax bill by early in September, need another copy, or have questions about payments, please contact Business Manager/Town Treasurer Michele Pallas at (802) 223-3313 x 207 or treasurer@eastmontpeliervt.org. If you have questions or issues that could more appropriately be handled at the state level, please contact Vermont Taxpayer Services at (802) 828-2865.
The first installment is due and postmarked by Tuesday, November 15, 2022.
The second installment is due and postmarked by Monday, May 15, 2023.
The Town of East Montpelier offers two programs for electronic payment of taxes: our direct debit program and a payment portal for credit & debit cards along with eChecks.
Payments can be made in person at the town office building during business hours (9-5 M-Th; 9-noon F). You can also drop payments in the convenient blue drop box next to the handicap ramp or in the back door mail slot (can be a tight fit). If you drop the payment off and want a receipt, remember to include a self-addressed, stamped envelope. You can also mail in your payment, but if you use USPS, please mail early and make sure you get the envelope postmarked.

Municipal Assistant Job Opening
The Town of East Montpelier is seeking an organized and motivated candidate to serve as our Municipal Assistant. This is a full-time position; pay is commensurate with knowledge and experience; generous benefit package. Town residency is not required.
The Municipal Assistant is a key role for the town office both in supporting the office and providing excellent customer service in interactions with the general public. Tasks include responding to customer inquiries, organizing mail, ordering of office supplies, liaison for office building support services, zoning permit data entry, maintaining official municipal records, issuing various licenses, supporting elections, accounts payable entry, processing warrants and office technology support. This position provides support for all staff of the town office.
A high school diploma with two years of office administration or an associates degree is preferred. Knowledge of municipal government and highly proficient computer skills is a plus.

On June 3, 2022 the East Montpelier Listers lodged the 2022 Grand List with the Town Clerk.
2022 Listers Notice to Taxpayers
The Grand List contains the listing of all taxable properties in the town along with the current assessment of each property. The lodging of this list opens a two-week window in which taxpayers can grieve their current property assessment. Taxpayers whose assessment changed during the past year will receive direct notice of the change and right to grieve. All taxpayers, however, have the right to grieve during this period.
32 V.S.A. §4111(g) reads as follows:
A person who feels aggrieved by the action of the listers and desires to be heard by them, shall, on or before the day of the grievance meeting, file with them his objections in writing and may appear at such grievance meeting in person or by his agents or attorneys. Upon the hearing of such grievance the parties thereto may submit such documentary or sworn evidence as shall be pertinent thereto.
Grievance hearings will be held on Monday, June 20, 2022 from 9:00 a.m. to noon and 1:00 p.m. to 5 p.m.

EM Zoning Administrator Job Opening
The Town of East Montpelier is seeking an organized, collaborative, and diplomatic candidate to serve as our Zoning Administrator. This is a flexible, potentially full-time position; pay is commensurate with knowledge and experience; generous benefit package. Town residency is not required.
The Zoning Administrator is responsible for compliance with all applicable zoning and subdivision regulations, facilitation of and support for long-range land use planning, supporting the Planning Commission and Development Review Board, and serving as the Town’s E-911 coordinator.
A bachelor’s degree in planning, public administration, natural resources, engineering, legal studies or similarly applicable discipline is required, a master’s degree is preferred. Candidates should also have a minimum of three years’ experience in local government planning or administration, or equivalent experience in business or government.

Annual Easter Egg Hunt
It’s back: the Annual Easter Egg Hunt at the East Montpelier Recreation Field! For East Montpelier residents and their extended families. Sponsored by the East Montpelier Recreation Board.
When: Saturday, April 9th at 10:00 a.m. sharp
Where: We will meet at the ball field again this year. The Easter Egg hunt will take place on the recreation field as well as in the back of the school. The fields could still be quite snowy and/or wet; please dress your children accordingly.
There will be age appropriate groups for children up through the 6th grade. We hope to see you there.
We are also looking for volunteers to help hide the eggs and set up for the event. If interested, please arrive at the school at 9:00 a.m. on April 9th.

On December 6, 2021, the East Montpelier Selectboard enacted a Rule requiring the use of face coverings in all indoor public settings. This Rule has been extended by board motion on January 10, 2022, January 24, 2022 and February 14, 2022.
As of August 13, 2021, the March 16, 2020 East Montpelier Selectboard order, as altered by subsequent amendments and revisions, regarding municipal operations during the Covid-19 pandemic is replaced by the following order:

In light of the current resurgence of Covid-19, on August 30, 2021 the East Montpelier Selectboard adopted a resolution encouraging eligible residents to become vaccinated and local public-facing businesses to recommend indoor mask use for staff and customers. See:

The Town Treasurer is responsible for the management of all of the town’s financial activities: receipt, investment, and disbursement of funds; keeping a record of taxes voted, billed, and collected; collecting other funds receivable by the town; and, paying orders drawn on town accounts. The treasurer acts as the town’s collector of current taxes and serves on the town’s capital improvement committee.
A bachelor’s degree in accounting, public administration, or similarly applicable discipline is preferred, as well as at least three years experience in the area of accounting (in the public or private sector) including experience managing payroll, employee benefits, and accounts payable and receivable.
