The East Montpelier Selectboard is seeking to fill town representative vacancies with the Central Vermont Regional Planning Commission (“CVRPC”). At a minimum, the town is seeking a Town Representative to participate on the CVRPC Board of Commissioners. CVRPC has several committees that review and make recommendations to the CVRPC Board. The town previously participated in the Transportation Advisory Committee (“TAC”), so continued representation on this committee would further the town’s involvement in this subject area.

Jon Jewett resigned from the East Montpelier Selectboard effective December 18, 2023. Jon has been a valued member of the East Montpelier Selectboard since 2020. Jon’s contributions during his tenure are much appreciated. He will be missed on the Selectboard.
In accordance with 24 V.S.A § 961(a), the Selectboard of the Town of East Montpelier hereby gives notice of the vacancy created by Mr. Jewett’s resignation and is seeking to fill the vacancy on the Selectboard through the remainder of the second year of a two-year term. The Selectboard regularly meets twice a month, generally every first and third Monday. Meetings are usually held starting at 6:30 p.m. in-person at the town office building with a remote attendance option offered via Zoom conference services. Board members receive a small annual stipend in November.

Request for Proposals: Architectural and Engineering Services Town Highway Garage
The Town of East Montpelier (the Town) is requesting proposals from qualified firms to provide architectural and engineering (A & E) services specifically for professional design, engineering, permitting support, construction bid documents, and support services for removing the existing and constructing a new Town Highway Garage on town-owned property.
The Selectboard approved a request for proposals (RFP) which will be posted in accordance with town policy. A site visit will be held at the current town garage location, 325 Templeton Road, on Monday, November 20, 2023 at 11:00 a.m. Questions must be submitted in writing to the primary contacts by Wednesday, November 22, 2023 with the town providing a written summary of questions and the Town responses no later than Friday, December 1, 2023. Proposals are due 4:00 p.m. Friday, December 15, 2023.

2023/2024 Property Tax Information
At its August 7, 2023 meeting, the East Montpelier Selectboard set the property tax rates for the period July 1, 2023 to June 30, 2024. The rates are as follows:
- Resident (homestead) tax rate: 2.5230; increase of 0.1376 (5.8%) from last year
- Non-resident (nonhomestead) tax rate: 2.4027; increase of 0.0909 (3.9%) from last year
Tax bills will be sent out by August 25, 2023. If you haven’t received your property tax bill by the second week in September, need another copy, or have questions about payments, please contact Business Manager/Town Treasurer Michele Pallas at (802) 223-3313 x 207 or treasurer@eastmontpeliervt.org. If you have questions or issues that could more appropriately be handled at the state level, please contact Vermont Taxpayer Services at (802) 828-2865.
The first installment is due and postmarked by Wednesday, November 15, 2023.
The second installment is due and postmarked by Wednesday, May 15, 2024.
The Town of East Montpelier offers two programs for electronic payment of taxes: our direct debit program and a payment portal for credit & debit cards along with eChecks.
Payments can be made in person at the town office building during business hours (Monday – Thursday 9:00 a.m. – 5:00 p.m., Friday 9:00 a.m. – 12:00 p.m.). You can also drop payments in the convenient blue drop box next to the building. If you drop the payment off and want a receipt, please remember to include a self-addressed, stamped envelope. You can also mail in your payment, but if you use USPS, please mail early and make sure you get the envelope postmarked.

The Zoning Administrator is responsible for compliance with all applicable zoning and subdivision regulations, facilitation of and support for long-range land use planning, supporting the Planning Commission and Development Review Board, and serving as the Town’s E-911 coordinator.
A bachelor’s degree in planning, public administration, natural resources, engineering, legal studies or similarly applicable discipline is required, a master’s degree is preferred. On July 5, 2023 the East Montpelier Listers lodged the 2023 Grand List with the Town Clerk.
2023 Listers Notice to Taxpayers
The Grand List contains the listing of all taxable properties in the town along with the current assessment of each property. The lodging of this list opens a two-week window in which taxpayers can grieve their current property assessment. Taxpayers whose assessment changed during the past year will receive direct notice of the change and right to grieve. All taxpayers, however, have the right to grieve during this period.
32 V.S.A. §4111(g) reads as follows:
A person who feels aggrieved by the action of the listers and desires to be heard by them, shall, on or before the day of the grievance meeting, file with them his objections in writing and may appear at such grievance meeting in person or by his agents or attorneys. Upon the hearing of such grievance the parties thereto may submit such documentary or sworn evidence as shall be pertinent thereto.
Grievance hearings will be held on Friday, July 21, 2023 from 10:00 a.m. to noon and 1:00 p.m. to 4:00 p.m.
Grievances must be submitted in writing and received at the town office by 4:00 p.m. on Friday, July 21, 2023.

Municipal Coordinator Job Opening
The Town of East Montpelier is seeking an organized and motivated candidate to serve as our Municipal Coordinator. This is a full-time position; pay is commensurate with knowledge and experience; generous benefit package. Town residency is not required.
The Municipal Coordinator is a key role for the town office both in supporting the office and providing excellent customer service in interactions with the general public. Tasks include responding to customer inquiries, organizing mail, ordering of office supplies, liaison for office building support services, zoning permit data entry, maintaining official municipal records, issuing various licenses, supporting elections, accounts payable entry, processing warrants and office technology support. This position provides support for all staff of the town office.
A high school diploma with two years of office administration or an associates degree is preferred. Knowledge of municipal government and highly proficient computer skills is a plus.

East Montpelier Selectboard Vacancy
Judith Dillon decided to not seek re-election for the 3-year Selectboard position she held since July, 2020. Judith’s contributions during her tenure are much appreciated. She will be missed on the Selectboard.
The East Montpelier Selectboard is seeking to fill a vacancy on the Selectboard through the remainder of the first year of a three-year term. The Selectboard regularly meets twice a month, generally every first and third Monday although during the summer the schedule tends to be vary, with additional meetings as needed. Meetings are usually held starting at 6:30 p.m. in-person at the town office building with a remote attendance option offered via Zoom conference services. Board members receive a small annual stipend in November.
Candidates must be legally qualified voters in East Montpelier.

Request for Proposals for East Montpelier Murray, Bliss, and Barnes Roads Ash Tree Removal Project
The Town of East Montpelier is soliciting proposals to remove potential hazard trees along the roadside of Murray, Bliss and Barnes Roads. The trees are predominantly healthy white ash that are expected to succumb to Emerald Ash Borer if not removed. There are 193 ash trees that have been marked for removal. Proposals are due 1:00 p.m. Friday, March 17, 2023.

Municipal Assistant Job Opening
The Town of East Montpelier is seeking an organized and motivated candidate to serve as our Municipal Assistant. This is a full-time position; pay is commensurate with knowledge and experience; generous benefit package. Town residency is not required.
The Municipal Assistant is a key role for the town office both in supporting the office and providing excellent customer service in interactions with the general public. Tasks include responding to customer inquiries, organizing mail, ordering of office supplies, liaison for office building support services, zoning permit data entry, maintaining official municipal records, issuing various licenses, supporting elections, accounts payable entry, processing warrants and office technology support. This position provides support for all staff of the town office.
A high school diploma with two years of office administration or an associates degree is preferred. Knowledge of municipal government and highly proficient computer skills is a plus.

The East Montpelier Cemetery Committee will hold a meeting Wednesday, January 4, 2023, at 3:00 p.m. at the town office building. East Montpelier has resumed in-person meetings.

Run for Office in East Montpelier
Many volunteers are needed to make democracy work on a daily basis. East Montpelier has been fortunate to have a host of dedicated volunteers to serve on various boards and committees. To run for elected office a candidate must be a registered voter in their town and collect at least 24 unique (and legible) signatures of registered voters on a petition stating the office and term selected. Signed petitions and a Consent Form must be presented to the Town Clerk by all candidates no later than Monday, January 30, 2023 at 5:00 PM in order for your name to be printed on the Town Meeting ballot.

The Signpost invites all candidates for public office in East Montpelier to speak to the citizens of the town in the March-April issue which will be published prior to Town Meeting Day. Please have your comments total no more than 250 words. Please let us know
