Horn of the Moon culvert replacement was completed on 10/3/25 and road reopened! (It was closed on Tuesday, 10/7/25, for guardrail installation.)

Horn of the Moon Culvert Replacement Construction is Complete – The culvert is reopened on 10/3/25!! The project started, July 22, 2025, and digging began on Wednesday, July 23, 2025. Vendor set the box culvert on September 10, 2025. The road was put in 10/2/25. The culvert will be closed Tues, 10/7/25 for guard rails installation.

Town of East Montpelier Notice of Public Hearing

The Town of East Montpelier, is considering making application to the
State of Vermont for a CDBG Disaster Recovery Planning Grant under
the Vermont Community Development Program. A public hearing will be
held at 2 pm on September 25, at the East Montpelier Town Office, 40
Kelton Road in East Montpelier, to obtain the views of citizens on
community development, to furnish information concerning the amount
of funds available and the range of community development activities
that may be undertaken under this program, the impact to any historic
and archaeological resources that may be affected by the proposed
project, and to give affected citizens the opportunity to examine the
proposed statement of projected use of these funds. The proposal is to
apply for $300,000 in CDBG-DR funds which will be used to
accomplish the following activities:

Engage civil engineers, architects and other professionals to determine
feasibility to create new housing opportunities, including but not limited
to exploring specific locations for development, and to get advice from
land use professionals about the possibility of creating a new public
water and sewer system to serve North Montpelier, and allow more
opportunities for housing, in particular affordable housing.

Copies of the proposed application are available at 40 Kelton Road, and
may be viewed during the hours of 10:00 a.m. and 4 p.m. Monday
through Thursday. Should you require any special accommodation,

DREAM Program (Decarbonization, Resilience, and Energy Affordability in East Montpelier):

East Montpelier received an $85,010 DREAM grant through the U.S. Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) Program, administered by the Vermont Department of Public Service. Working with Collective Well Foundation and Efficiency Vermont, the Town is conducting outreach and a housing stock survey to improve energy affordability, reduce emissions, and strengthen household resilience. Early findings indicate that nearly all homes would benefit from weatherization—especially upgrading their air sealing and insulation—and that most homes still rely on fossil fuels for heating. Using this data, the Town and Collective Well are pursuing additional grants to support town-wide weatherization and help residents transition to renewable heating systems.

The Collective Well Foundation is spearheading a local, data-informed outreach campaign to accelerate Decarbonization, Resilience, and Energy Affordability in East Montpelier. The Collective Well Foundation is holding events on Thursdays at 5pm at the Fox Market and Bar from Aug-Dec 2025, and other events as part of their outreach campaign.
